Governing Council
The governing body of the College is the Governing Council, which consists of the following Eleven Members:
a. The president, Vice President – Degree Programmes, Vice President – Professional Programmes and Vice President – Administration
who are the principal officers of the College; and
b. Seven persons appointed by the President.
Functions
i. Powers of the Governing council
a. General Power
(1) The Governing Council has power to do or provide any act or thing in relation to the College, which it considers necessary or expedient
in its capacity as the governing body. These general powers are not limited by any special powers conferred on the Governing Council in the
structure of powers within the College.
(2) Unless otherwise established, the Governing Council may make such arrangement as it thinks fit regarding the internal organization of the college,
including the establishment, variation and suppression of:
• Faculties, institutes, schools, departments and other bodies, whether in Accra or elsewhere;
• Professorship , lectureships and other post, whether academic, administrative or otherwise; and
• Fellowships , bursaries, exhibitions, scholarships , prizes , and other awards
(3) The Governing council is required to exercise the above power (in (2) ) only after consultation with the Board of Education and Academic Board,
I so far as they relate to matters, which in the opinion of the Council are academic matters.
b. Powers Relating to Appointments
The Governing Council has power appoint all senior members of the College.
c. Powers Relating to Accounts
The Governing Council should cause the accounts of the college
to be drawn up, audited and published annually at such times and in
such manner as required by the companies Code,1963 (Acts 179).
d. Powers Relating to Annual Reports
Within three months after the end of each academic year , the Governing Council should cause a report of the activities
of the College during that year to be prepared.
e. Powers Relating to College Standards
(1) The Governing Council may establish standards to guide it in the governance of the College, and in particular to:
• Regulate the appointment, conditions of service termination of appointment and retirement benefits of the shaff of the College, and to determine
the persons who form the academic shaff of the College;
• Fix the academic year of the college in consultation with the Academic Board; and
• Ensure that the seal of the college is kept in proper custody and is used only by authority of the college.
(2) A standard is considered to be established only if the following are all met:
• A draft of the standard has been circulated to the members of the council at least fourteen days before the meeting at which it is to be considered;
and
• After consideration by the meeting, the draft has been provisionally approved either without amendment or only with amendment of which
notice in writing was circulated to the members at least three days before the meeting; and
• The standard as provisionally appoved has been circulated to the members of the council, and (where in the opinion of the council it
affects academic matters) to the members of the Board of Education and Academic Board,at least seven days before the meeting at which
it is proposed to cofirm the standard; and
• The standard is confirmed without amendment at a meeting of the council held not more than six months after the meeting at which
it was provisionally approved.
Board of Education
The Board of Education of the college is the next highest policy making body of the college responsible for formulating the college ‘s educational policies.it makes
propositions to the Governing council on programmes to be offered by the college based on the relevance of the programmes to national manpower needs,
national economic aspirations and global social, political and economic environment.
Membership of the Board of Education
Membership of the Board of Education is drawn from experienced educationists and
successful business people and industrialists. The membership consists of
I. The Principal Officers of the college;
II. Five members outside the college appointed by the Governing Council ;
III. Two member of the academic staff elected by the Academic Board;
Functions of the Board of Education
The Functions of the Board of Education are
i. Making policies on programmes to be offered by the College;
ii. To make recommendation to the Council on the establishment of new faculties, the combination of existing faculties ,the
abolishing of any faculty, the change of the scope of any faculty,and the division of any faculty into two or more faculties;
iii. To make recommendations to the council on the establishment or abolishing of institutes, Schools and Departments;
iv. Regularly evaluating the programmes of the college to determine their continuous relevance to meeting the college’s mission and vision;
v. May make representations to the Governing Council on any matters connected
with the college and may have such additional functions as be conferred on it by the Governing Council.
Principal Officers of the College – The Administrative Team
The administration of the college is headed by the president who is the chief Executive officer of the college. The full administrative team consists of the
four Principal officers of the college and other senior administrative officers mentioned below.
President
The Founder of the College is its President. The president who is the chief
Executive officer of the college. the President is also the Chairman of the
Governing Council of the college.
Vice President & Rector: Degree Programmes
The Vice President and Rector for Degree Programmes is appointed by the Governing Council on the recommendation of the President. The Rector is
the academic and administrative head of all Academic Programmes of the College. He/She is the chief Operating Officer of academic programmes.
Vice President & Provost: ABE Institute & Professional Programmes
The provost is appointed by the Governing Council on the recommendation of the President.The Provost is the head of all Professional programmes
of the College. He/She is the Chief Operating Officer of ABE Institute and all Professional Programmes.
Vice President and Administrator
The Administrative is appointed by the Governing Council on the recommendation of the President. The Administrator acts as the Registrar
of the College and the Executive Secretary to the Governing Council.

Academic Board
i. The College has an Academic Board, which is responsible, under the Governing Council, for:
a. The implementation of academic policy of the College;
b. Devising and regulating courses of instruction and study, and supervising research;
c. Regulating the conduct of examinations and the award of degrees, diplomas and certificates;
d. Advising the Governing Council on the admission of students and the award of scholarships;
e. Reporting on such matters as may be referred to it by the Governing Council.

The membership of the Academic Board is as follows:
a. The Vice President – Academic Programmes
b. The Vice President – Professional Programmes
c. The Vice President – Administrator
d. The Deans of Faculties
e. Heads of Departments
f. One other member of each department
g. The Librarian
h. Systems Administrator
i. Heads of Halls of Residence
Two other members elected by convocation.
